This funding opportunity is issued as a Broad Agency Announcement (BAA) and is posted at both www.FedBizOps.com (procurement and other transactions) and www.FedGrants.gov (grant and cooperative agreements). Since this is a BAA, there are multiple deadlines for various aspects. The deadline noted above represents the deadline to register your organization?s intent to submit a white paper.
This BAA addresses a general class of problem that is becoming more acute as the nation deploys sensors and security networks in response to the global war on terrorism. BAA 04-05 will address two main areas:
Sensor-based scene understanding technology ? This topic emphasizes developing an overall software architecture, components and algorithms for sensor-based automated scene understanding. The primary objective is to significantly enhance sensor-based systems to recognize and correlate indications of unusual, criminal or terrorist activities and to alert operators to scene changes. This technology effort will advance the performance and state of the art in the use of closed circuit television (CCTV), video, and other sensor-based systems in a wide variety of homeland security applications. Areas of application include critical infrastructure protection and maritime domain awareness, among others. Funding will be approximately $3M for FY04.
Port and harbor security testbed ? This topic will use available technology to provide scene understanding and sensor fusion capability for the Coast Guard?s Port and Coastal Surveillance Testbed (Project HAWKEYE) in South Florida. HAWKEYE receives data input from coastal radars, visual / IR cameras, and vessel reporting systems (automated identification systems and blue force tracking) to develop a local common operating picture. This is a rapid prototype that is intended to apply existing technology solutions while having an open architecture that allows follow-on insertions from the technology development program. Funding will be approximately $2M for FY04.
